Air University (AU) Educational Professional and Support Services (EPASS) Educational Research

The AU EPASS Educational Research BPA is currently available to Air University, Air Education and Training Command (AETC), and the Air Force Institute of Technology (AFIT); with expansion to additional Air Force customers anticipated in the future. Customers can obtain contractor support and assistance through this BPA for services that include scientists, engineers, subject matter experts and professionals from a variety of disciplines and degree levels to assist with analysis of client-specified subject areas via research for specialized programs and exercises, and research resulting in scholarly works that analyze and develop concepts, policy, and strategy on requested topics.

Department of State (DoS) International Narcotics and Law Enforcement (INL) Subject Matter Expert (SME)

The DoS INL SME BPA provides subject matter experts (SMEs) to advise, assist, and train partner nations in/on security, law enforcement, anti-terrorism, counter-narcotics, civil-military relations, human rights, governance, and beyond. Some of the countries that we have provided or are currently providing assistance under this BPA to include Morocco, Guatemala, Honduras, Ivory Coast, Mexico, Lebanon, Jordan, Somalia, Guinea, Costa Rica, Timor Liste, Panama, Central African Republic, and Guayana.

AU EPASS Administrative and Support Services is currently available to Air University, Air Education and Training Command (AETC), and the Air Force Institute of Technology (AFIT); with expansion to additional Air Force customers anticipated in the future. Customers can obtain contractor support and assistance through this BPA for services that include translation services, writing assistance, grant writing, program support and management, accreditation and registrar support, advertising, logistics, assessments, evaluations, and various consulting services specific to the educational mission.

Air University (AU) Educational Professional and Support Services (EPASS) Educational Technology BPA

AU EPASS Educational Technology is currently available to Air University, Air Education and Training Command (AETC), and the Air Force Institute of Technology (AFIT); with expansion to additional Air Force customers anticipated in the future. Customers can obtain contractor support and assistance through this BPA for services that include technology professionals in areas such as wargaming and simulation development and support, on-site technical support for wargame execution, webpage administration, graphic design, video, and other media-related fields. These services will also include, but are not limited to, support for various educational activities, such as training on education technology, web pages, print media, curriculum, etc. The emphasis will be on the use of educational technology to maximize learning outcomes in both the physical and virtual environments.

EAGLE II

Enterprise Acquisition Gateway for Leading-Edge Solutions II (EAGLE II) is a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract vehicle, specifically designed as the preferred source of information technology (IT) services for the majority of the Department of Homeland Security’s (DHS’s) enterprise infrastructure and initiatives. EAGLE II IT service solutions include three functional categories (FC’s):

  • FC1 – Service Delivery, including Integration, Software Design/Development, Operations & Maintenance;
  • FC2 – Information Technology Program Support Services; and
  • FC3 – Independent Verification and Validation

Under this IDIQ, DHS components may issue orders on a Cost Reimbursement, Time and Materials (T&M), Labor Hour (L-H), and Firm-Fixed Price basis IAW FAR 16.5, Section G.

GSA VETS

General Services Administration Veterans Technology Services – a small business set-aside GWAC (Government-Wide Acquisition Contract), provides flexible access to customized IT solutions from a qualified, diverse pool of service-disabled, veteran-owned small businesses.

With a $5 Billion program ceiling and a five-year base period with one five-year option, VETS allows for long-term planning of large-scale program requirements while strengthening opportunities for service-disabled, veteran-owned small businesses. There are two contract scope areas to meet your mission requirements: Systems Operations and Maintenance and Information Systems Engineering.

VETS offers fixed price, time and materials, labor hour, and blended task order types, providing greater flexibility in procuring different types of IT products and services and meeting your mission requirements.

OASIS

One Acquisition Solution for Integrated Services (OASIS)

OASIS and OASIS Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. These contracts:

  • Span many areas of expertise and mission spaces;
  • Span multiple professional service disciplines;
  • Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
  • Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.

The core disciplines of the contract include:

  • Program management services;
  • Management consulting services;
  • Logistics services;
  • Engineering services;
  • Scientific services; and
  • Financial services.

SeaPort-e

SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. SeaPort-e provides an efficient and effective means of contracting for professional support services and enhancing small business participation. USAMS III

The USSTRATCOM Systems and Missions Support (USAMS) contract supports all missions and requirements of USSTRATCOM. The USAMS contract is primarily an advisory and assistance services (A&AS) contract with a secondary function of acquiring limited non-advisory and assistance services (non-A&AS) and is valued at $800M. A&AS support primarily comprises three major categories of services: Management, Operational and Professional Support Services; Studies, Analyses, and Evaluations; and Engineering and Technical Services. Non-A&AS support primarily covers operations and maintenance services for Information Technology and Telecom Services.

    Our team of multi-disciplined technical and operational experts support the USAF Simulations, Training, and Experimentation (STE) programs that include the planning and execution of USAF sponsored and supported wargames. These wargames are designed to study operational challenges from the perspectives of an Air Component Commander in support of the joint mission and all combatant commanders.
  • DARPA – RSPACE

    BlueForce provides high level air campaign domain subject matter expertise as well as operational user interface advice to an industry team of cutting edge technologists. This team’s task is to create a revolutionary distributed planning capability to provide resilient command and control (C2) and manage complex military operations when communications are limited and unreliable. This involves developing human-centered software decision aids that, based on commander’s intent, will assist operators throughout the C2 enterprise with controlling daily operations in a complex battlespace – composing mission packages (coordinating across the network as needed), responding to emerging opportunities, and assessing progress towards achieving commander’s intent.
  • Air Force Security Assistance English Language Training

    BlueForce provides English Language Training to Royal Saudi Air Force (RSAF) military students with a team of 86 ELT instructors in Saudi Arabia. This is the foundation of a training pipeline that ultimately results in fully trained F-15 aircraft maintenance technicians. This training is conducted in conjunction with the U.S. Air Force Security Assistance Training Squadron in Dhahran, Saudi Arabia.
