Dave West joined BlueForce in 2010, bringing more than two decades of prior leadership and management experience in the Defense, Law Enforcement, International Security, and International Aid and Development sectors. A former US Army Officer and Senior Security Manager for a global financial institution, his experience spans a broad range of activities including leading operations, projects, and programs in more than 80 countries worldwide. He is a certified Project Management Professional (PMP), Lean/Six Sigma Black Belt, and holds a Master of Business Administration (MBA) in Project Management from Anglia Ruskin University, as well as a Master of Science in Strategic Management from the University of Derby.
Mr. Awtrey joined BlueForce in 2008 serving as the Chief Strategy and Business Development Principal. Mr. Awtrey brings over 40 years of experience in government and private sectors. His significant leadership experience includes managing a Business Unit with multiple government contracts for a large Defense company and command at all operational levels. He led two key Pentagon divisions in the Air Staff; commanded all Air Force personnel in Kuwait supporting a United Nations mandated operation which included three locations; A-10, F-16, F-117, and HH-60G aircraft; and all in-country supporting units. Mr. Awtrey is a graduate of the United States Air Force Academy. He is a certified Program Management Professional (PMP) and earned Master’s degrees in National Security and Strategic Studies (US Naval War College) and Military Arts and Science (US Army Command and General Staff College).
Tracie Anton joined BlueForce in 2006 and brings over two decades of experience in the areas of law, managing contracts, financial management, resource management, manpower and acquisition planning. Ms. Anton spent 20 years in the USAF with responsibilities that included managing the the Air Force’s largest Command’s legal office and serving as the key advisor to the Staff Judge Advocate on matters affecting over 275 enlisted and civilian support staff. In addition, Ms. Anton advised project managers on project costs and utilization of resources, resolved contract and budget problems, developed schedules, and provided regular briefings to project managers and directors. She has earned two Bachelor of Science degrees from National American University in Management Information Systems and Computer Information Systems. In addition, she has earned her Master’s Certificate in Procurement and Contracts Management from the University of Virginia.
VAN DE VEN
Kelley C. Van De Ven joined BlueForce in April 2018 bringing with her more than 25 years of finance/accounting experience and expertise. She is a licensed CPA in the State of Virginia in addition to holding the designation of Chartered Global Management Accountant (CGMA). Kelley’s scope of experience includes that of the international shipping industry and logistics as well as manufacturing. Prior to BlueForce, she spent 12 years serving ultimately as the senior accounting executive and Director of Human Resources at a world class shipping terminal exporting coal to ports worldwide. Additionally, Kelley worked as the Corporate Controller for a global, Israeli based cargo shipping company overseeing accounting operations in the Caribbean, South America, Canada and the United States. She subsequently served as Chief Financial Officer at one of the leading suppliers of boiler equipment and services in the United States. In addition to completing the Treasury Management Program at the University of North Carolina, she obtained her Bachelor’s Degree in Business Administration with a Major in Accounting and a Master’s Degree in Accounting from Old Dominion University. Originally from the southwest part of Virginia, she moved to Hampton Roads, Virginia in 1988.
Devin Reynolds began employment with BlueForce in 2016 supporting State Department INL operations in Jordan before transitioning to his role with the leadership team in 2019. With more than ten years of international operations supporting the Department of Defense, State, Department of Justice and previous experience with local and federal law enforcement, he brings international governance experience and practical Security Sector Reform skills to the organization. Devin is board certified in Security Management (CPP), is a certified Project Management Professional (PMP), a Six Sigma Black Belt, holds a Master of Science degree in Project Management from the Universi-ty of Roehampton (London), a Master of Science degree in Political Science from the University of Leicester, and a Masters Certificate in Government Contract Management from Villanova.
Mr. May has extensive experience in aviation, air campaign planning and execution, air command and control, surveillance, intelligence, and reconnaissance within the DoD and NATO. He also has a strong background in information warfare and the development of air, space and intelligence program requirements. Prior to founding BlueForce Inc., Mr. May was a career Air Force officer and command pilot, with assignments including flying squadrons, The Pentagon, test and evaluation, and Wing Commander. He retired from the Air Force as the Chief, Command & Control Operations Division (A-3), Air Force Command and Control & Intelligence, Surveillance, and Reconnaissance Center (AFC2ISRC), Langley Air Force Base, VA. Mr. May is a graduate of the United States Air Force Academy, former resident Fellow to the Center for Strategic and International Studies and earned his Master of Business Administration from Rensselaer Polytechnic Institute.
Mr. Burns has more than 40 years of diverse experience in leadership, training, air command and control, and expeditionary operations. Prior to founding BlueForce Inc., Mr. Burns was a career Air Force officer and command pilot with broad experience across diverse assignments. This included command of a flying training squadron, Pentagon and MAJCOM tours and command of a fighter wing. He retired from the Air Force as the Director, Air Force Command & Control Transformation Center, Langley Air Force Base, VA. Mr. Burns is a graduate of the United States Air Force Academy, Air War College and earned his Master of Arts in International Relations from the University of Southern California.
General Hostage has been a leader in the United States Air Force at every level, from small 300-man units to a major command with 139,000 personnel. As commander of Air Combat Command, he restored confidence in a $67.3B F-22 Raptor program following the grounding of the aircraft due to vexing oxygen malfunctions and accidents. The aircraft is now the U.S.’s premier fighter aircraft. Also, Gen. Hostage organized and launched the 25th Air Force, USAF’s 25,000-man intelligence, surveillance, reconnaissance and cyber security command. As commander of Air Forces Central Command, he led combat operations in Iraq, Afghanistan, and Horn of Africa. While at Joint Forces Command, he was responsible for developing DOD-wide connectivity and interoperability of C4ISR (command, control, communications, computer, intelligence, surveillance, and reconnaissance systems). In 37 years, Gen. Hostage personally amassed 4000+ hours of flying in multiple aircraft, including over 600 hours in combat.
During his career, General Doug Fraser commanded Air Force units from squadron to the numbered Air Force, the AF Space Command's Space Warfare Center, Alaska Command, the binational Alaska NORAD Region, and was the Deputy Commander of the U.S. Pacific Command. As the Commander of U.S. Southern Command, he was responsible for U.S. military activities in Central America and the Caribbean. In this capacity, he directed the DoD relief efforts in Haiti following the devastating earthquake in 2010. He has flown over 3,300 hours in the F-15, F-15E, F-16, and C-37. General Fraser holds a Bachelor's degree in Political Science from the U.S. Air Force Academy and a Master's degree in Political Science from Auburn University at Montgomery.
Gen. Mike Collings (Ret.) has accrued 33 years of intellectual capital while commanding two Squadrons, two Groups and one Center. He served twice as the Major Command Director of Logistics and Senior U.S. Defense Representative for the U.S. Embassy in Cairo, Egypt. He has first-hand knowledge of DoS Regional Security Office (RSO) operations within the U.S. Embassy, dealing with funding tied to regional/country-specific objectives defined by the Senior Defense Representative, Unified Command, and DoS. Gen. Collings also has first-hand knowledge of the USAF Air Logistics Complex and Life Cycle Management Centers.
At Collings Consulting, LLC., Gen. Collings consulted on operations, maintenance, logistics, program management, and life-cycle sustainment. Further, as COO of Wolf Global Air, LLC., a start-up company providing contracting services for humanitarian and tactical airlift and Tactical Air Tanking, he was personally involved with business planning/development, acquisition, operations, sustainment, engineering, maintenance and logistics. He helped secure commitment for $150M in investment.
